Please Follow this guide if you wish to send SMS from Task Monitor:
in Task Monitor select Mobile phone Icon as illustrate in the image
In this interface select the site in the dropdown, Type in the phone number you wish to send the message to in the Tel# field, Add in a subject in the Subject field for internal purposes it will not be sent, Type in your message in the Message field, Click the Send SMS Button to send the message
